Simply means the column heading labeled "ShortVolume" is the Grand Total for the Day's ShortVolume AND It Includes The MarketMakerVolume (which is referred to as ShortExemptVolume because MM's are the only ones exempt) in the Grand total column labeled "ShortVolume".
This is to explain that the column headed "ShortVolumeExempt" (MarketMakers) is not in addition to the amount in the previous column labeled "ShortVolume", but instead, it is included in the previous column's total and is merely broken out separately in it's own column labeled "ShortExemptVolume" so investors know how much shorting was actually exempt.
