Imo, it's to prevent a massive squeeze. Think about it if 750 million are short there's somebody who reallyyyyyy wouldn't want this breaking out anymore so VFIN is here to sit on ask and short more shares to hope that retail buyers will get turned off, that can either work for them or lead to sending the run far higher since they are shorting more shares that'll need to be covered and have built up pressure. Imo a lot of traders know this which is why VELA continues to stay in the .001s :-) go $VELA
