Verizon is CDMA and Intel's modem is not compatible with that.

SO that is a qualcomm problem.

"iphone 7 with intel-lte" and
"iphone 7 with qualcomm-lte"

There is a comment in the ifixit-blog-post which states that the qualcomm-lte-modem is artificially crippled to meet the intel-lte-modem-spec.
