IMO I doubt it's to scare people, if anything big blocks like that I like to see when I'm considering buying something because it gives me an option to load up heavily. That same seller let some go at 0008 - 0009 but decided to move the rest of his offer up higher when some interest came in. I think that person is just a holder from lower levels and is looking to get as high a price as he can, and when that order gets soaked up we should be ready to takeoff.
