What are you going on about? Far as I can see, those emails are a discussion about how to deal with individuals specializing in fundraising who are also Foreign Registered Agents; that is, people who've worked for foreign governments in various capacities. You know, like Trump's former campaign director, Paul Manafort. Who never did register, though most seem to think he should have.
The discussion is not about what those foreign governments may contribute to the Clinton campaign. It's about whether those INDIVIDUALS, who are U.S. citizens, should be required to deregister before engaging in fundraising for the Clinton campaign.
The policy would be to not allow any currently registered foreign agents (those who register with FARA) to contribute or raise for the campaign. If someone terminates their registration, they would be allowed to contribute or raise for the campaign.
