Just a speculation :
* OWCP is out of Israel
* Israel is in holiday until next Tuesday .
* OTC trading is almost impossible there under 0.1$ per share and very hard above but ...
* if we start next week above 0.1$ , I am almost sure that some IL institutions will start considering taking a position . just look at owcp chairman's , Mordechai Bignitz CV on LinkedIn to understand why I think it's possible
