Wrong, the clause "subject to no judicial review" within HERA may be constitionally problematic. so if there is reversal whether it be remand or full reversal, that portion of HERA may be struck down.

we're talking about different things. you're talking about the entire HERA law whereas we are talking about portions of the law and its implementation.
