I think anyone who says they know that answer is lying, they have pulled 2 R/S before when the share count got this large but they also just moved to Wyoming where there is no cap on O/S. 100% of the funding here is though toxic financing to insiders for 50% off the lowest 52 week closing price. Currently .00024. IMO this is setup only to enrich insiders and pulling a massive R/S would damage that relationship... But like the last time they did a R/S we have seen how fast they can issue shares and increase the O/S.. (reloading insiders with shares) It grew by 1.2 Billion shares last quarter while only producing $60 of income. Best of luck with your investing, wish i had a better answer for ya.
