OTCMarket tiers are absolutely meaningless in the real world. That's basically an advertising service designed to facilitate fraud (in the simplest terms).

OTC Markets is a private, for profit corporation selling a marketing platform. Tiers have no legal definition.

Check out the Securities and Exchange Act of 1934 that regulates registrants like iTalk.
