Actually it was a 10 day suspension for failure to file since March of 2015, not a delisting. The stock is automatically sent to the OTC greys.
There are no deals between companies and the SEC for registered filers. Either the companies file or they don't. If they don't they get suspended. IFCR is on the cusp of a suspension.
IFCR can't afford an auditor.
