No... I don't agree with that... illegal Naked Shorting is still prevalent... and a huge problem in stocks... specially the pinks... just as crooked CEO's... and insider schemes... are a problem...
As long as no authorities... take the time... or resources... to clean up the problems... they will continue...
That's why... an investor must expect the unexpected... and tailor their risk tolerance accordingly...
So as I said... decisions are the next step... in moving forward...
