$DB is sitting at a crossroads. The market was essentially promised that there's a DOJ settlement in the region of $5.4B, and the stock price appreciated from about $11.50 or so on that rumor.
We know there's no active offer, and as you said, there are close to 8,000 lawsuits in addition.
$20M profit for a company the size of $DB is essentially break-even.
Even if there's a $5.4B settlement, how will $DB fund settlement of all the other suits without diluting the shareholder base?
