Apparently it is not a a 10b-5 requirement. br appears to have a point. Other biotech execs don't sell for tax (e.g. EXEL) and neither did Bollag. Why do most Ariad execs sell?

I'm not sure you really had a close look at the insiders transactions before questioning their motive?
Since you mentioned Bollag, lets take a look at his transactions in the last two years (which can be found via this link )

All of the sales were automatic-sale, that's why he had many shares sold at very low price even $4s/share.

Perhaps many people here would call Bollag so stupid for selling those shares that low. But that's because you gugs judging his selling from your perspective of stock investors who are paying lot of money for acquiring the shares, as for Bollag, he got those shares at zero dollar (from RSU option grants). Therefore, gaining over $4/share was indeed really good deal for Bollag, considering that fact that a bunch of people were shorting million shares of ARIA at the same time, don't you think?
