Well the new definition of "start" for NNVC is doing anything whatsoever. See IND-enabling studies for details.

So for NNVC to "start" TOX, all they have to do is write down on a cocktail napkin in a bar a list of things they'd like to accomplish regarding TOX and, like magic, TOX is "started" even though nothing laboratory has started regarding TOX.
