Google makes their money with customers using the Cloud though, so what motivation do they have to add more local storage?

I'm really not sure how much money Google is making with the Cloud especially on the consumer side (versus enterprise). It probably makes them some decent revenue, but Google's objective is to keep Google Search in front, right, and center of all users. I'm sure Google makes a whole lot more in Search.

With Android dominance, Google Search is ubiquitous in Smartphones. I'm sure they would like to do the same on bigger devices like laptops/desktops with Chromebooks and Chromeboxes.

If you look at laptop-type devices On the devices side, Chromebooks volume is estimated at approx 2 million/quarter - 8 million/year. I would expect Google to go after the PC market which is upwards of 250 million/year. By enhancing Chromebooks with some local storage capabilities, Google can vastly expand its target market from 8 million to 100 million (my guesstimate).
