With the TSA in the bag again an offer/offers were probably ready...Unless there is an actual competition from more than one bidder.
Or there is some news that is still to be released.
I would guess also that DMRJ wants this thing moving asap and has structured this for no RS and a pump / $1.50+ ride to Nasdaq.
Maybe our little ISC has some leverage...GLTA...
