You are right he is now putting in a qualifier (which I find odd because is sales team should be closing deals for this year so people buy now and this year and profit is assured (may impact later years of course)

My main point is that since Q2 results in 2014 he has consistently said profitability at end of 2016 (can interpret as Q4/16 or Q1/17 results to actually see as there is no specific date you make a profit on.

Prior to that momentous event (big change in what the business was doing) he was making rolling forecasts of profit in 12 months time but since that date now 2 years ago he has been steady.

So do you measure the success of the CEO based on what he did for 6 years leading up to 2014 or what he has done in the last 2 years?

I prefer to look at the result over the last two years and how he has turned a R&D company making fuel cells for a few trials into the world leading Fuel cell and hydrogen infrastructure and supply "total solution" company with 90% of all fills in the USA and 13,000 EVs powered by PLUG along with x thousand stationary systems.

He does need a board level Chief Marketing Officer to take a lot of the stick about PR etc or yes they could appoint a new CEO and have Andy as Chief technology/strategy man. Or may be both?
