I can't count how many times MarkS.has emphasized de-risking this project!...he has succeeded in achieving a lengthy list of de-risking - basicly as you rightly point out, making this a turn-key project should someone takeover! the takeaway is, MS has added very significant value to this Project and it's NPV...
