Addict, it is wildly impractical to short a stock that's at $0.008. You would have to put up $2.50 of collateral for every $0.008 share borrowed.
Now imagine how much money you would have to put up in the hope of making $1000.

On the other hand, I agree with you that is was a no-brainer that, after the most recent RS, the PPJED share price would crash down right back to $0.0001 in a short span of time.
