I haven't read the report but does this mean the author thinks a K Phase 2 will be finished during 2017?

Indeed. There was a PR in early August that said a P2 Kevetrin trial should be soon ready to start and that it would be a relatively quick trial. I believe Leo mentioned via email (yesterday?) to someone on one of the boards that an update on K. would be forthcoming.
