Most other times they gave options, they were priced at that day's close, except this time. With everything going on, my opinion is they are trying to increase the share price for another financing. I could be wrong, but seems most logical in my mind.
For many options to be worthwhile the PPS needs to be considerably higher than option grant price. Not sure in this situation, but the option is acquired by exercising and subtracting cost from total.
