All I know is that these things don't happen over night, and results don't come immediately. Stewart only acknowledged the change in strategy to focus on this during the last earnings call before the most recent one. That's barely more than a quarter. The first steps were the reverse split and the up-listing, which have only just been completed (with a few financial/operational announcements in between). I would expect the rest of the strategy to unfold over the next couple of months, not the next couple of trading days.

One thing I will say, and have said before, is that I truly think that Stewart and his team must have expected more than what we have seen so far in terms of results. I think they wanted the price to be much higher before the reverse split, but that didn't happen for whatever reason. Then, they probably expected a bump in price after the earnings release, but that barely happened for whatever reason.

Promoting a stock is a slow slog. Someone will have to hit the road and call on lots of potential investors. That activity couldn't even start until the exchange stuff was worked out and completed.
