I don't believe that they were prevented from issuing a PR and discussing the extension, but the company seems to not want to speak with investors and analysts when opportunities permit them to. I know issuing PR's cost money, but if you generate interest in the company, it can be money well spent.
I don't know how much it costs to do a quarterly webcast, especially if you use graphics, but I know that most companies do webcast quarterly, and some include graphics. With or without the graphics, I believe the company ought to be doing it, but right now they only do it when they are doing the annual report. Hopefully this will change in the future.
