Cost plus (and whatever else they are getting) is ultimately the best payment outcome for them, it means long term, consistent year over year revenues. This is what sends stocks through the roof.
Dillution won't even be that bad, if they do these private placements for another year that's only 8 million additional shares fully dilluted if they tack a warrant on. They might already be getting revenue upfront too so we might not see any more anyway.
