MS-DOS was contracted by IBM for their personal computer. Personal computers existed for years before Microsoft anyways. Microsoft did not invent a personal computer, nor was the software theirs. They cloned software they purchased from a company that cloned software from another company. It became theirs though a purchase of rights.
Beyond that, it was a monopoly and the government knew it very quickly.

The infrastructure for Microsoft was set up by another massive company with intimate ties to the US government.
Basically, in order for DNRG to even be remotely similar on any level, they would have retained Delphi. They clearly did not.
