"....What God has given a state..." More like, "...what God has given an average homeowner!" The gov't should not have any say in private ownership/usage of solar panels for residential buildings. They do not own the sun.

Yeah, in Colorado you are not allowed to store the rain that falls on your roof....
But I can understand some some restrictions on solar on your roof...
