I doubt it. It is unclear what the HITES contract is about. Project management only, maybe infrastructure suppliers and such have to coordinate efforts thru HITES, but only 2 regional locations..

Bigger key is signals an opening to funds flowing for infrastructure development of which Kallo/ITD are poised to participate.
