That's correct. Not sure what's going on with the lower Zen result, looks too low -- I'd focus on the faster one.

I think there's more going on than that. The i7-4790 system used in the comparison has half as much memory (and possibly half as much main memory bandwidth) and the framerate in that benchmark seems to be limited by the choice of GPU. The CPU benchmark scores are significantly faster using different GPUs for the i7-4790. Zen isn't bottlenecked by the RX480, but the i7 system is.

If the CPU benchmarks had been portrayed honestly, the AMD benchmarks for the i7-4790 should have been at least 10fps higher. If this rigged benchmark was the best AMD could do to show Zen in a favorable light, its performance per core is still relatively crappy.
