Realistically, there is no way a drill rig is "on standby" in the sense that it is being paid to wait around for a "go" from JB.
It is just another example of wording chosen by JB for a reason. It was designed to make it appear that the drilling company was treating JB's drilling project as something "special".
Drilling companies do not wait around for a project to get funding, nor do they accept stock in lieu of payment. And given the risky nature of working for a penny stock company, they likely want at least half the money up front, if not all of it.
