OCRX—Could be, but sales of ATM-derived shares are not inherently more destabilizing than sales of ordinary sales.

p.s. OCRX reported in the 2Q16 10-Q that 530K ATM shares were sold in 2Q16 at an average price of $2.77; that comes to an average of about 8,300 shares per trading day during the quarter.
