Cmon, Zapata either has internal or external engineering resources to develop control software and the obvious injection molded plastic parts on the water hover board and a host of other not so obvious improvements on existing tech. Justin Bieber can always get the engineering itch and contract out his own hoverboard design and pick up some engineering capability along the way.

Its all a matter of degree.
