You are 100% if any inside info about BAA was shared illegally, that dirtbag would need to be sacked and then sued for insider trading.

Normal shareholders already have HFT, banks, Central banks to contend with...(unfortunately, it seems members of gov't have a free pass, they are not investigated nor prosecuted for insider trading)
