Yes, The claims must be paid before sanctions can be removed by law. This can be done a number of ways. Land given back to MNII along with cash payment, cash payment from cuba along with cash payment from US treasury from the frozen Cuban assets it has, or many other different options. They could probably make some kind of deal to where the US pays for all the claims. There would be a lot of benefits for both the US and Cuba to have the sanctions removed.
