The problems with PHOT were well-known, and resulted in SEC suspension. It is not clear whether the SEC is still investigating PHOT management and insiders. All PHOT discloses is the action against unrelated parties. SEC investigation can take years, and the SEC usually does not notify those being investigated for securities fraud.
