You have to go to the BOARDS on top by the Ihub logo first and then click on the Create A New Board button. Then it will ask you all the info to create it such as Title, Ticker (if it is for a specific stock), and a box to write a description. In terms of whether you can do it as a free member, I have no idea since I have never been a free member. Ask them here:
