The issue's gonna be who makes a deal for the Port? I can't imagine with the Trade Embargo being lifted, some large shipping company's not willing to invest hundreds of millions into a Port. I don't think Cuba can afford that kind of $$$$, so their gonna have to allow someone to. Even if we got full restitution in cash, with interest, it would not even begin to cover what would have to be spent developing a port. Think you are right. Cash payout seems more likely. Cuba will want that land for themselves, so I think getting the Port land will be out of the question.
