Check around outside the building to see if you can see any places where a video surveillance system could be hooked up. You would be able to see places up high or on poles where camera mounts would be.
The reason I ask is because some here have suggested the ridiculous assertion that building permits may not be required. If there are no obvious places to mount cameras already in place then there is no way anyone could say that permits are not required since all those cables and power would need to be run and every dispensary requires a surveillance system by law.
Consider door knocking...if AG office doesn't respond, say hello next door and see what's up..maybe couple photos of outside signage aND front door? Thx.
