Can you explain the fraud perpetrated by the several companies caught by the SEC after a 15 year investigation?

I mean the blue sheet fraud. It is fraud right? Do you think there may be a possibility that treaty energy or alternate energy corporation may have fraudulent blue sheets? Do you think the blue sheets for this cusip are squeaky clean without any hint of fraud?
