There is absolutely nothing for them to restructure. The company has NOTHING. No accounts, no plane, no route, no certification, no customers. Its essentially starting an airline from the ground up. I think they took a flyer on Baltia and its a loser. But there isn't even a shell (crab pun intended)to work with. Office furniture an used computers are cheap..oh yeah, they can operate the van and whatever car Igor purchased for himself to drive around in.
