As I can tell there were Huge Accumulations at 0.0002 ~ 0.0005 price area most recently! I bet the majority of float were already held by those strong hands and long term investors who hold SAFC for much much higher price to sell... Anyway SAFC is an non-reproting stock and so it is very normal without any news nor any filing.
