If I am Kallo I would not be building anything unless I know I will be paid.
Like I said its up to Guinea to come up with down payment or letter of faith, before Kallo can do anything.
Why should Kallo spend money they don't have? to build a mobile clinic without Guinea having the funds to pay for it. That would be bad for Kallo and investors.
