Level II reports a purchase of 5,500 shares at 0.001 so whoever did that spent five dollars + fees (Yes! $5) but overpriced ten fold.

Sounds like a newbie who entered the wrong limit to me.

I would rule out manipulation because of no volume.

This is thing will be down again @ 0.0001 tomorrow. Nobody will buy shares at that price.
