That's not what it says. It says that there is a new acting Chairman of the Board. The old Chairman became a Director of the Bank of Portugal. The rest of the board stays intact.

I take that as:

1) him doing a good job & BES is going away so he got promoted

...following his appointment as Director of Banco de Portugal.

2) It's all part of the wind down, I really don't think they're looking for anyone to replace him.
