Prescriptions for already-legal CBD oil?
The CBD oil form industrial hemp which MJNA buys, packages and resells is legal everywhere in the U.S., and the reason MJNA's revenues continue to fall is because more states have legalized CBD from marijuana (Charlotte's Web, for example), creating competition with a product that, rightly or wrongly, is preceived to be better because it is "from the whole plant".
MJNA isn't set up to sell true medical marijuana, and has blown every opportunity when it's tried to get into the periphery of that market, so there is no reason to expect that the company will suddenly find success if marijuana is used in prescription applications.
