I guarantee you Petey BS'ed them with a fake doc or something and then never followed through with his line of BS. I'm sure they had other document request which he could not produce.
There is no way he will become current again without A LOT of work effort. Petey just can handle the paperwork any longer, because the paper trail of lies and deceit is getting impossible to cover up.
