You couldn't be more wrong.

The SEC has destroyed many startups and R&D companies in spasms of righteous indignation.

The power to destroy small tykes is far less circumscribed than for the giants that own the president, congress and the courts though the SEC can demonstrate its might occasionally against lesser deities.
