Because toxic lenders don't care about PPS. They care about dollar volume. They can sell more shares at $.0003 than at $.0004 and a greater dollar volume.
The "nut jobs" are the toxics. The ones who lose are retail who wait for that "high as possible PPS" that never comes. ;-)
