I have not dealt with Scottrade myself but I have with Fidelity, TDAmeritrade and Etrade and they all handle GTC orders that same way. IMHO

It's the same thing with TD if the order completes in multiple trades in 1 day it's only 1 commission.
But if that same order takes multiple days to fill then you get a charge for EACH DAY it takes.
