Pop... So, the IP is like a website domain name? The person/company does not pay the fee so it's public now? Or because it's IP, no one else can purchase the IP after it goes public? The IP just stays public? Who can use the "public" IP?
Can it be "re-worked" into another technology by someone that wants to pay the fee?
