Is this a criminal charge and the CEO can go to JAIL ?

Company has million dollars of CASH, billion dollars of assets and

CEO get million dollars of salary.

Common shareholders get ZERO because CEO canceled the common shares.

Normally the company must sell asset first to pay the debt.

If there is no more asset, the last way is to file chapter 11

I've always had strong respect for CEO's who carry a small base salary some only $1 and who benefit compensation wise based on performance with bonus amounts approved by the board if company meets or exceeds projections.

As for SandRidge and the astronomical salary compensation for what I see is poor performance it makes any shareholder sick.
